The mayor, former police chief and barangay chairman of Balayan, Batangas are still facing charges for allegedly raping a 14-year-old woman on separate occasions in 2016. The case is still now in the Department of Justice.
The National Bureau of Investigation (NBI) ratifies Balayan Mayor Emmanuel Fronda, Jr. Monday.
Qualified seduction has been charged to Chief Inspector Christopher Guste, former Balayan police chief, and Barangay 12 Chairman Romero Fronda-Erilla, the cousin of the mayor.
Based on the sworn statement of a 14-year-old NBI victim, he allegedly pledged three times on separate occasions.
According to the victim, he met Fronda on June 24 after attending the meeting of their organization "Obyus", organized by the mayor for the youth in their hometown.
There he approached and asked the mayor if he needed money before he was invited to appear.
He sent a text message to Fronda to meet Antorcha Street in Balayan.
From there he was brought to the Alves Lodge where he was raped by the mayor.
After the alleged rape, Fronda allegedly gave P2,000 to the teenager.

The victim added that on July 8, he was texting Balayan police chief Guste.
Then he allegedly asked if he needed money in exchange for doing something that he should keep it a secret.
They met at Alves Lodge where they had implemented the plan for P400.
The victim said Barangay Chairman Fronda-Erilla was brought to the same lodge on July 3, July 20 and August 3.
He said Fronda-Erilla gave him money for sexual intercourse.
The victim is currently under the care of the Department of Social Welfare and Development.
In a telephone interview with Radyo Patrol to Mayor Fronda, he said he has yet to receive a copy of the complaint so he can not yet give his side.
But the mayor insisted that no rape happened.
He also believes that only politics is behind the case filed by the NBI Organized and Transnational Crime Division in the Department of Justice.
DZMM Radyo Patrol is still trying to get the statement by Fronda-Erilla and Guste but they can not be contacted on their cellphone.
Meanwhile, Erwin Tulfo is very angry to what the Mayor did including not giving business permits to his constituents in Balayan, Batangas.
