This is the Senate Hearing in 2012 where Mayor Rodrigo Duterte of Davao City was invited as a resource person in regard to the rice smuggling in the country, as also been known that Davao City was a haven for smugglers. Metro Manila, Cebu City, Cagayan De Oro City were among the cities where the rice smugglers operate.
Here we can see Mayor Duterte speaking words with conviction and full of sincerity. THis shocked the members of the Committee in the Senate and resource persons like former DOJ Secretary Leila De Lima.
Jinggoy Estrada here became the highlight when he laughed at the Mayor when asked about if he really would kill, the suspect, Bangayan, if he happens to arrive in the city of Davao. Davao at this time, in 2012, is a dangerous city to live in for criminals. And so as it is today, although the city has almost already been free from drug peddlers, addicts and criminals.
