President Rodrigo Duterte has already signed the law restoring the power of certain Philippine National Police (PNP) officials to issue a subpoena on the cases being investigated.
Under the Republic Act 10973 signed by President Duterte on March 1, the PNP chief, PNP Criminal Investigation and Detection Group (CIDG) director and CIDG deputy director for administration are required to call or summon individuals and documents required in the investigation of the PNP in the holding cases.
It is enacted that the PNP-CIDG can file an indirect contempt of the Regional Trial Court (RTC) to any person who refuses or fails to comply with the subpoena.
Such law was promulgated by Sen. Panfilo Lacson, former PNP chief and current chairman of the Senate Committee on Public Order and Dangerous Drugs.
